I would just throw a new oil pan in and chock it up as a loss. You, unfortunatly, have no real proof they did it. As long as nothing catastrophic happened, i wouldn't persue.
I have always flat blacked my FMIC. I watch my take air temps and they are the same as my buddies car with a non painted FMIC. Plus I like my car to sleep, no one knows it's rocking a huge snail.
