All thing equal, a wider wheel puts more tire on the pavement, and will be faster. 205 on a 7 is great, it may be a tad stretched on an 8. 225 on 8 is perfect, but you may have issues with that fit...

I'll tell you this much, the GTiR is the most diffucult to install! That damn bottom nut is enough to make a grown man cry, even with a Gearwrench.

Not sure the offset on the 949's will play nice with your B13. I have them with 225/45-15 tires on my Miata, and 15x7 RPF1's with 205/50-15's on my B13. One thing is for sure.... you have good tast...
