just find where the rust is...san it down to get the rust off..i would use a 200-250 grit and wetsand it..just fill up a bucket with water and constantly keep the paper wet...and once you get it of...

you can try and spray it with some rust proof paint...if its inside the wheel well noone really looks in there.

that looks almost like rust..try some sandpaper..like 150 grit...should clean it up nice..and just spray paint it silver againt...should turn out nice...
